The proposal is to introduce a series of highway improvements along Penistone Road between Wadsley Bridge and Shalesmoor. These improvements include proposed junction changes, bus lanes and enhanced pedestrian crossings.

The main junction changes included are at Leppings Lane roundabout and Hillsborough Barracks where congestion is particularly severe.

Bus lanes are included as part of the aim to improve public transport along Penistone Road. These bus lanes would be additional to existing carriageway, made by widening the road or by using part of the central reservation.

The principles of the scheme and some initial proposals were consulted on in autumn 2008. Since then, the plans have developed further, including in order to respond to the views raised by local residents, businesses and the travelling public. The suggested changes include improving the A61 junction with Livesey Street; not including a right-turn from Penistone Road North into Beeley Wood Road; and some alterations to the lengths of bus lanes.
